Water and Sewer Adjustments and Credits

Before submitting your request, please confirm that your water and/or sewer service is provided by the City of North Miami.


Effective April 16, 2024

The City of North Miami Finance Department/Utility Billing Division oversees the billing for city utilities. Although commonly referred to as the "water bill", the utility bill includes charges for water, sewer, stormwater, and/or sanitation.

The customer is responsible for performing repairs on private property, along with maintaining their service line. 

The City of North Miami is responsible for maintaining the city’s service lines along with the meter. The City does not perform repairs on private property, provide advice for specific repairs, or make plumbing/contractor recommendations or referrals. 

The City encourages customers to find and repair leaks as quickly as possible to conserve water, a critical resource. 

The customer is responsible for all water consumption past the meter box, whether concealed or underground. Any water system leaks on the customer’s side of the meter are the customer’s responsibility to locate and repair. However, customers may apply for an adjustment to their bill.

A copy of the bill reflecting the increased consumption must be attached. Kindly submit your request upon receiving the bill.

While your water and sewer adjustment request is under review, you must continue making payments based on your average utility billing until a final decision is reached.

Note the following regarding possible adjustments:

  • No adjustment will be granted for a hose, faucet, toilet, or water heater that was running inadvertently, or any other plumber fixture that has otherwise allowed water to flow for any period of time. 
  • If the customer’s account (either property owner or tenant) is determined to be delinquent, an adjustment or credit will not be accepted/granted until all outstanding delinquent charges have been paid, or a current payment arrangement is on file. 
  • The customer will be responsible for all consumption. The consumption will be credited at the first tier of the water rate structure. 
  • Any billing credits will be applied on the next billing after the request is approved. 
  • No refund checks will be issued for credits granted 

Underground/Concealed Leak Adjustment Request Form

Online Application

A once-per-year credit on a high bill due to a leak that was concealed, underground or behind a wall, will be considered.

The following requirements must be met to be considered for an underground/concealed leak adjustment to your bill:

  • Repairs for underground/concealed leaks must be completed within 15 days after notification from the City by way of bill, letter, or door hanger reflecting higher than normal water usage
  • Access to the property will be needed depending on the location of the repair 
  • Before covering, repairs should be inspected by the department, unless they are in a hazardous area for which detailed pictures must be provided 

The following documents must be provided along with this request: 

  • Provide a copy of the receipt/bills/letter regarding the repairs
  • Provide before and after photos of the repairs
  • Copy of the account holder’s government-issued photo identification

Pool (Sewer) Credit Request Form

Online Application

A once-per-year pool credit (for the sewer portion of the bill only) for an inground swimming pool that is fully emptied and refilled. The sewer portion of the bill will be adjusted for the amount of water consumed. 

The following requirements must be met to be considered for a Pool (Sewer) Credit to your bill: 

  • Access to the property’s pool area and meter will be needed. 

The following documents must be provided along with this request:

  • Provide a copy of the account holder’s government-issued photo identification.

Vandalism Adjustment Request Form 

Online Application

An act of vandalism resulting in a high bill (the customer must have reported the incident to the police, and the City of North Miami Utility Billing Division must be able to verify repairs made to damaged water and sewer fixtures). 

The following requirements must be met to be considered for a vandalism adjustment to your bill: 

  • An original police report detailing the damage or vandalism at the property.
  • The City requires the customer to provide proof that the issue has been addressed, such as the installation of a faucet lock. 
  • Before covering, repairs should be inspected by the department, unless they are in a hazardous area for which detailed pictures must be provided.
  • Access to the property will be needed depending on the location of the repair.

The following documents must be provided along with this request: 

  • Copy of police report detailing the damage or vandalism at the property.
  • Provide a copy of the receipt/bills/letter or photos as proof that the issue has been addressed to prevent future theft or vandalism.
  • Copy of the account holder’s government-issued photo identification.

One-Time Lifetime Credit Request Form

Online Application

One-Time Lifetime Credit applies to accounts with an extremely high bill as a result of unusually high consumption, that is not the result of a leak or any changes on the property.

The following requirements must be met to be considered for a One-Time Lifetime Credit to your bill: 

  • No adjustment will be granted if there have been any changes in water usage within the household during the billing period (i.e. new landscaping, guests visiting, major household repairs or construction that required increased water usage, problems with one’s pool or sprinkler system).
  • A One-Time Lifetime Credit will be based on the customer’s average usage over a maximum period of two (2) years.
  • The rate billed will be comparable to the cycle being adjusted. (addresses rate changes)

The following document must be provided along with this request:

  • Copy of the account holder’s government-issued photo identification
