City of North Miami Citizens Investigative Board

 In an effort to establish a governed system of accountability and recognition, the City of North Miami is introducing an investigative board, which will evaluate complaints and commendations regarding the conduct of local law enforcement. 

The North Miami Citizens Investigative Board (CIB) was created in July 2020 by the city council to provide its residents with an unbiased, independent forum, where their complaints and accolades, pertaining to the actions of sworn members of the North Miami Police Department, can be evaluated.

“We are proud of the efforts made during and after the pandemic to create an important oversight mechanism,” Vice Mayor Dr. Alix Desulme said. “The City recognizes the significance of such a body being able to work alongside our police department to open lines of communication between officers and the people they serve even further.” 

The city has appointed Dr. Philip Harris, D.B.A., Executive Director of CIB to oversee the department. 

“We, as a department, are following standardized procedures set forth by the National Association for Civilian Oversight of Law Enforcement (NACOLE), a non-profit organization that brings together individuals and agencies working to establish or improve oversight of police officers on a national level,” said Harris. “We are also planning to implement successful best practices of citizens’ oversight board operations.”

The seven-member Citizens Investigative Board currently has five members, appointed by the mayor and city council to reflect the racial, ethnic, and cultural diversity of the City of North Miami. The CIB includes the following individuals.

  •  Randy Grice
  • Rabbi Jory Lang
  • Kevin Seifried 
  • Andre Pierre 
  • Pierre Frantz Charles 

The public is welcomed to attend upcoming CIB meetings. They will be held from 6-8 p.m. at the Joe Celestine Center, 1525 NW 135th Street, North Miami, FL 33167 on the following dates:

  • Tuesday, December 6
  • Wednesday, December 7
  • Monday, December 12
  • Monday, December 19 

Recruitment to the two-year board terms is ongoing. Anyone interested in serving on the board can visit Northmiamifl.gov/CIB to fill out an application.
