City contractors must repair or restore private property destroyed during construction. If there is a corporate representative on site, ask for the superintendent. Inform them of your claim, and they will provide you with insurance provider contact information. If you cannot find the contracting team member, email the Public Works Office. If so, the project manager will connect you with the right contractor representative. If this is private construction, the City cannot mediate. You'll need to contact the relevant contractor representative to process your claim properly.
