The Community Planning and Development Department is responsible for the direction and coordination of all growth, development and redevelopment related programs. The Planning Zoning and Development Director oversees the operations of the Department's three divisions: Planning Zoning & Sustainability, Economic Development and Housing. The Planning Zoning and Development Director makes policy decisions for the Department, oversees the preparation of the City's Comprehensive Plan, as well as being responsible for coordinating and monitoring the budgets for all Divisions and programs within the Department.

Planning Zoning & Sustainability Division
Planning – The Planning Section of the Community Planning and Development Department crafts, administers and implements City land use and development policies, urban design policies, sustainability policies, and historic preservation program. The division processes a variety of development approval applications, working closely with the Planning Commission to ensure new development reflects the City’s land use goals, objectives and policies as enacted in the Comprehensive plan; satisfies the applicable standards of the City’s Land Development Regulations; reflects the vision of other master plans and planning studies; and ultimately enhances the built environment. The division also works closely with the City’s Attorney Office, as well as other City’s departments, county and state agencies, both to protect the interests of the City and to also ensure that all concurrency determinations are met.

In addition to providing direct services to the public by staffing a public counter, preparing information handouts, and responding to citizen inquiries, the division conducts extensive community outreach on development projects, working closely with both the applicant and community to identify and resolve key issues early in the process to ensure new development reflects the community’s long range vision for North Miami.

Zoning – The Community Planning & Development Zoning Section is responsible for providing technical and professional recommendations to the public in order to ensure compliance with the Land Development Regulations and the Comprehensive Plan. The section also overseas existing development and redevelopment within its city limits. Zoning Section provides the following services:

   • Administers zoning regulations and processes in accordance with the
     Land Development Regulations
   • Provides Certificate of Use to new and existing business, this ensures
     compliance with zoning code regulations
   • Site plan review
   • Design review
   • Landscaping
   • Review building permits for compliance with the zoning code
   • Zoning verification Letters
   • Special event permits
   • Paint permits
   • Film permits

Sustainability – The Community Planning & Development Sustainability Section recognizes the importance of maintaining the environmental sustainability of the City by encouraging public and private development to reduce greenhouse gas emission, increase energy efficiency, recycle, and conserve water. Sustainability Section provides environmental planning, green education, and tree mitigation. The section also assists in identifying and implementing solutions of economic, social, and environmental challenges by working with the community, appropriate city departments, and state and federal agencies.

Economic Development Division
The Economic Development Division aims to improve the economic well-being and quality of life for the City of North Miami by administering local programs geared towards public improvements, façade improvements, joint marketing and promotional strategies. In addition, the division supports local business organization by administering grant programs and aim to attract, retain and expand businesses through incentives. Economic Development Division aims to provide a funding plan for the implementations of projects, programs and activities so that all portions of the City of North Miami can be both involved and impacted.

Housing Division
The Housing Division is to assist the City of North Miami in creating a viable urban community by providing decent housing, a suitable living environment and expanding opportunities, principally for very low, low and moderate-income persons/families. The division administers local, state and federal funds designated for housing and community development identify housing and community development needs within the City, work with "not for profit" organizations to expand opportunities and quality of life for low and moderate income residents, plan, development and implement programs and activities to meet identified needs in housing and community development, such as homeownership, single-family and rental rehabilitation, public facilities and improvements.

Community Planning and Development Highlights

The City of North Miami has received $200,000 in State Funding from the Department of Economic Opportunity to identify approved 62 and older Elderly owner-occupied, single-family properties within the City of North Miami, for mitigation improvements.

Public Notice - Residential Retrofit Program

The City of North Miami has received $194,000 in state funding from the Division of Emergency Management to identify approved owner-occupied, single-family properties within the City of North Miami, for wind mitigation improvements. The Residential Retrofit program will provide qualified wind resistance construction and installations to be completed in strict compliance with Florida Building Codes and Manufacturer’s Specifications.

30-day public comment period will be held from July 10th to August 10th for the City of North Miami’s proposed FY 2016-2017 Annual Action Plan regarding funding to be received from the U.S. Department of Housing and Urban Development (HUD).
