  • Public Notice - FY 2018-19 Annual Action Plan Summary 30-day Comment Period - July 12 through August 13, 2018.
    The City of North Miami has been notified that it will receive a total of $1,057,586 in federal funds comprised of a Community Development Block Grant (CDBG) allocation of $756,678 and a HOME Investment Partnership (HOME) grant allocation of $300,908 for FY 2018-2019. Program Income of $19,766.81 is estimated from the recapture of HOME funds. As well, the City was allocated $51,922 in State Housing Initiatives Partnership (SHIP) Program funds from the State of Florida which will be used for leverage with CDBG for housing rehabilitation and used as a match for HOME for housing rehabilitation, and a portion for planning and administration. Funds will be used to develop stronger communities by providing decent housing, creating suitable living environments, and expanding economic opportunities, principally for people of low and moderate incomes. The Annual Action Plan is a yearly update to the City of North Miami's FY 2015-2019 Consolidated Plan. The Consolidated Plan is a 5-year strategic vision for housing and community development needs within the City. The Annual Action Plan sets priorities among these needs and sets out the action plan for use of available funds on a yearly basis. The Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development on or before August 15, 2018, as the City's strategy for administering 2018 federal funds for housing and community development.     The City of North Miami is an entitlement community eligible to receive assistance under the U.S. Department of Housing and Urban Development (HUD). The City of North Miami is anticipating an announcement from the United States Department of Housing and Urban Development regarding the Fiscal Year (FY) 2018-2019 Community Development Block Grant (CDBG) and HOME Partnership Investment Program (HOME) allocations. In accordance with the federal regulations, 24 CFR, Part 91, the City of North Miami is preparing a draft Annual Action Plan (AAP) for its 2018-109 Community Development Programs and intends to submit its AAP to HUD by August 15th, 2018. This document is a requirement for direct assistance under HUD funding programs. The proposed FY 2018-2019 Annual Action Plan is a component of the 2015-2019 Consolidated Plan that identifies resources and strategies to assist in meeting the housing and community development needs and includes plans for monitoring performance.

    Request for Proposals (RFP) for public service activities will be received from not-for-profit Community Based Organizations (CBOs) for FY 2018-19 beginning Friday, May 18, 2018 at 8:00a.m. Funding for the Community Based Organizations (CBOs) is through the Federal Community Development Block Grant (CDBG) Program.     Substantial Amendment to the Fiscal Years 2015-2016, 2016-2017, 2017-2018 Action Plan
    Federal regulations require for the City provide the public with reasonable notice and an opportunity to comment on any substantial amendments in accordance with 24 CFR 91.10. The 30-DAY commenting period will commence on April 19, 2018 and end on May 19, 2018.

    This Amendment will be available for public inspection at CP&D and the City of North Miami Library, and will become final after a 30-day public comment period and approval by the North Miami City Council. All comments must be in writing and received by Community Planning and Development Department, 12400 NE 8 Ave, North Miami, Florida 33161 or the City of North Miami Library, 835 NE 132nd Street, North Miami, FL 33161; no later than May 20, 2018.

    All comments must be submitted in writing by the comment period of May 20, 2018 by 5:00p.m. And addressed to the City of North Miami, Community Planning & Development Department, and 12400 NE 8th ave.     A public hearing will be held at the City Council meeting on May 22, 2018, to allow citizens an additional opportunity to comment on these proposed amendments to the Federal HOME Investment Partnerships Grant. The meeting will be at 7:00p.m. in the North Miami Council Chambers, City Hall, Second Floor, 776 N.E. 125th Street, North Miami, Florida 33161.

    NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND PROGRAMS
    On or after February 19, 2018 the City of North Miami will submit a request to the US Department of Housing and Urban Development’s Miami, FL Field Office for the release of Community Development Block Grant and HOME funds under Title I of the Housing and Community Development Act of 1974 as amended, to undertake the following project:
    Broad Review Project/Program Title: North Miami Minor Rehab and Emergency Repair Programs
    Purpose: Housing Rehabilitation activities for qualifying low- and moderate-income owneroccupied households.
    Location: North Miami, FL – citywide. Specific addresses are not known at this time. A second level of review will be completed as each address is known.

    COMMUNITY PLANNING AND DEVELOPMENT DEPARTMENT STATE HOUSING INITIATIVE PARTNERSHIP PROGRAM (SHIP)
    The Community Planning and Development Department (CP&D) of the City of North Miami hereby notifies the public of the availability of funding for its FY 2017-2018 State funded Affordable Housing Programs. Rehabilitation funding will be made available to owners of single family residential units in need of repair who meet the program’s income and occupancy guidelines. The maximum assistance is up to $25,000.00 per unit. Open registration for the FY 2017-2018 State funded housing programs will begin on September 1, 2017 through October 31st, 2017 or until enough applicants are received for the current fiscal year allocation.

    The Community Planning and Development Department (CP&D) of the City of North Miami hereby notifies the public of the availability of funding for its 2017-18 Federally funded Affordable Housing Programs. Open registration for the FY 2017-2018 housing programs will begin on September 1, 2017 to October 31, 2017. Applications are accepted on a first-come, first-qualified, first-served basis, pending funding availability. Priority given to the elderly and disabled.

    A 30-day public comment period was started on July 10th, 2017 for the City of North Miami’s proposed FY 2017-2018 Annual Action Plan regarding funding to be received from the U.S. Department of Housing and Urban Development (HUD). This plan is required by HUD in order for the City to receive federal Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Program funds. The allocation and distribution of grant funds at that time was based on an estimate of CDBG and HOME funds since HUD had not informed the City of their grant amounts. Recently HUD informed the City f the allocation that it will receive.
