Combined Application for CHDO Qualification and Request For Project Proposals
The City of North Miami receives an annual allocation of HOME Program funding from the U.S. Department of Housing and Urban Development (HUD). The HOME Program regulations (24 CFR Part) require that a minimum of fifteen percent (15%) of the total HOME grant be allocated to certified Community Housing Development Organizations (CHDOs) to create housing for low-to-moderate income (LMI) households. A CHDO is a nonprofit organization that has met the requirements to be certified or to be certified by the City as meeting HUD’s CHDO requirements. Funds reserved under this regulation must be used by a CHDO for housing development activities and projects.
Acquisitions/Rehabilitation utilizing HOME funding must be completed by September 30, 2016.
The funding available under this request for proposal includes a total of up to $62,045.00, consisting of $32,390.00 towards the Fiscal Year 2014-2015 and $29,655.00 Fiscal Year 2015-2016. Organizations using HOME CHDO funding must either:
hold a previous CHDO designation; or
present the necessary information to achieve a preliminary CHDO designation when requesting funds for purchase and development.

If this funding source is one in which your organization would be interested and you believe your organization may be eligible for certification (see 24 CFR Part 2 and documentation attached herein), please submit the required information.
To access the HOME CHDO funding, in addition to the above, eligible applicants must have paid employees with experience relevant to the CHDO’s role as owner, developer, or sponsor. The FY2013 HOME Final Rule also requires Participating Jurisdictions to certify that the CHDO meets the CHDO requirements for each specific use of the HOME funds. Preliminary CHDO certification applications will be accepted along with this RFP. Further certification will be required prior to disbursement of HOME CHDO funds.
Applications will be available for pick-up by Monday, October 26, 2015 at the Community Planning & Development’s Housing Division at 12400 NE 8th Avenue, North Miami, FL, 33161 AND online.
Applications must be received for consideration of funding by the City of North Miami’s Community Planning & Development Housing Division, at 12400 NE 8th Avenue, North Miami, FL, 33161 by 4:00 p.m., on November 25, 2015. Funds will be awarded for qualified proposals on a first-come, first-served basis, thereafter until all funds are allocated. An original and four copies are to be submitted.
